HUD’s Office of Fair Housing and Equal Opportunity (FHEO) enforces laws banning discrimination in the housing market. FHEO's Office of Systemic Investigations seeks an economist with experience applying quantitative and qualitative methods and techniques, and in the development and use of econometric models, in one or more of the following areas: fair housing, fair lending, segregation, the Housing Choice Voucher Program, discrimination, housing markets, subsidized housing, local economic development, consumer financial markets and related financial firms, or consumer mortgage lending.

The Office is responsible for conducting investigations of systemic complaints, Secretary-initiated investigations, complaints involving novel and/or complex issues, and high profile complaints. Often the office’s cases involve mortgage lending or other complex fair housing issues and require a deep understanding of underwriting and pricing practices, subsidized housing programs, or other relevant subject area knowledge. Many investigations use sophisticated econometric and statistical methods, proprietary datasets, and innovative methods to analyze patterns of illegal discrimination or estimate economic damages. In addition, the Office regularly conducts fair lending oversight reviews of the Government Sponsored Enterprises, Fannie Mae and Freddie Mac, including evaluations of their automated mortgage underwriting systems and automated home valuation systems.
